Policy Avoidance Exposed Jewish Communities to Preventable Violence

Protecting Jewish communities in Boulder has become increasingly difficult, and there has been little meaningful help from political leaders who publicly claim to be allies of the Jewish people. Too often, we hear empty statements such as “we want a solution” or “we are here to help,” while nothing actually changes where it matters, on the ground.

This is not a new warning.

For years, through community briefings, security advisories, and Jewish community newsletters, we have raised concerns about policy failures that leave Jewish events, schools, and families exposed. Those warnings were not hypothetical. They were based on real threat reporting, real intelligence, and real incidents. All this has continually repeated across the US countless times.

The reporting published by the Intermountain Jewish News in January 2026 lays these failures out clearly and publicly.

For years, Jewish events in Boulder have taken place under unnecessary and dangerous restrictions. At locations including the historic Boulder County Courthouse, public parks, and other county-controlled properties, Boulder County has either forbidden or actively prevented the use of professional armed security to protect Jewish people.

This has affected major community events such as the Boulder Jewish Festival and organized gatherings like Run For Their Lives, Adventure Judaism, and countless other Jewish organizations that are under constant attack and threat. In a city that faces more Jewish hate in Colorado than most.

That same Run For Their Lives group was later attacked, in June 2025.

A Jewish woman lost her life, because real dedicated security was denied.

Despite this, Boulder County has not changed its position. There remains no clear recognition or perhaps acceptance of the ongoing security threat to the Jewish community and no policy that allows real, professional protection. Even while attacks, arson, shootings, and other violent targeting of Jews is exploding. Instead of fixing the problem, the County has defaulted to inaction. Doing nothing has become policy.

Boulder County bears responsibility for the June 1, 2025 attack. Professional armed security was refused. That security could have prevented the attack or stopped it sooner. This is not speculation. It is the conclusion reached by security professionals who understand deterrence, response time, and threat mitigation.

These failures do not stop at the County level.

The Boulder Valley School District is now leaving yet another Jewish group vulnerable to attack. Jewish families are being forced to hope that an off-duty law enforcement officer might be available, something that cannot be guaranteed. In some cases, religious services begin in BVSD buildings during weekend hours before any protection arrives at all.

BVSD has cited a “lack of policy” as the reason for refusing guaranteed, professional security solutions. As the Intermountain Jewish News reporting makes clear, this is not a legal barrier. Colorado law allows for armed security when authorized by the governing body. This is a policy decision, not a legal impossibility.

I can no longer remain silent about this level of negligence.

Silence Is Not Neutral

We are the states leading expert protecting the Jewish community in Colorado, we protect many Boulder communities. After the terrorist attack, I was asked to stay quiet. I was asked not to be vocal about the failures facing our Jewish community in Boulder. I watched as institutions. political leaders, and government made public statements about wanting to help, wanting to be part of the solution, and standing with the Jewish people, only to quietly disappear when real decisions were required. When the public was no longer watching.

Meanwhile, Jewish children, families, and elders were left exposed. They are let hoping for help in places the county can reject their basic right to peacefully assemble, while being safe and secure. The are left to call for help after a threat harms or takes Jewish lives. Help that is minutes away when seconds count.

I will not be silent while political discomfort and policy avoidance continue to place Jewish lives, or any live at risk.

Today, Jewish communities across the US, Colorado, and particularly Boulder are afraid to hold public events. They are requesting basic protective measures, including ballistic barricades and professional security, and are being told no by cities, counties, and school districts that refuse to acknowledge their own failures,

These issues are not isolated to Boulder or Colorado. They are happening across the United States.

When government refuses to recognize a credible threat, prevents communities from protecting themselves, and cannot guarantee protection in its place, that government bears responsibility for the harm that follows.

There must be change in Boulder County, across Colorado, and in the US.

Professional armed security does not replace law enforcement. It complements it. Law enforcement is not designed to provide static security or personal protection. Forcing officers into that role drains public safety resources and leaves communities dependent on staffing availability instead of preparedness.

Jewish people did not have to be attacked on June 1, 2025.

Our government failed them, then and continues to fail them now, as evidenced by Jewish groups still being denied security while using public property, with no guarantees of law enforcement availability.

Citing “no policy” is a cowardly way to pass responsibility down the road.

It is time for Boulder County, BVSD, and leaders across Colorado to recognize the role of professional security, stop hiding behind political discomfort, and take responsibility before more lives are lost due to inaction.

There is a solution and it relies on professional collaboration between security, law enforcement and government entities. Together we can all make a difference.

Why Licensing and Insurance Matter

Security is not just about presence. It is not about a uniform, a badge, or someone standing at a door. Security is about integrity and doing things the right way, every time, even when no one is watching. It is about putting the public, client, and community above your own ego and pride.

The sad truth is that our industry is filled with shortcuts and bad actors. Companies and individuals who claim to “provide protection” but are not licensed, not insured, not properly trained, and not accountable to the communities they serve. On the surface, they may look like the cheaper or easier choice. The reality is shortcuts in security don’t just leave you under-protected; they expose you to massive liability and risk when the moment of truth arrives. The fallout from your shortcuts may be more costly than the criminal.

Licensing Matters

In Colorado, there is no statewide licensing requirement for security companies. That means anyone can print business cards, throw on a uniform, slap on patches, and start calling themselves “security.” This is dangerous! This puts you in jeopardy not just from criminals, but also from bad actors

The only real licensing standards exist in Denver and Colorado Springs. While those standards truthfully are not enough, at least it is a standard of accountability. If a company cannot show you a current license from one of these cities, that should be your first red flag. If they can’t even meet these basic legal requirements, how many other corners are they willing to cut?

Licensing is the first step, but licensing alone is not enough. The next issue is training, and the minimum requirements today are dangerously low.

Current Training Matters

Denver requires just 16 hours of training to become a guard, a bare minimum covering simple basics like duties, communication, and use of force. Armed guards in Denver need only 8 additional hours, including three with live-fire practice. That means someone could call themselves “armed security” after less than a single day on the range.

If a person or company cannot even meet that minimum requirement, are they really looking out for your best interest? Or are they prioritizing their own paycheck and ego?

The truth is that 16 or 24 hours is not enough. Real security requires more. That is why high-level professionals train 48, 56, even 160 hours or more. Training should cover defensive tactics, medical response, community integration, less-lethal options, situational awareness, behavioral threat assessment, ethical behavior, and stress-induced firearms qualifications not just the basics.

Even beyond these expanded requirements, experience alone is not enough. A past in law enforcement or the military does not automatically translate to being capable of protecting domestic/urban civilian environments. The threats are different, the tactics are different, the consequences are different, and the liability is different. The government is not responsible here, you are, they are, the injured people are. If someone tells you their “past life” is enough, they do not need anything else, that is another corner being cut.

Real professionals do not just rely on old tactics they used to do; they continually train with updated tactics, new technology, new methodology, and new ideas to stay current with the evolving landscape of risk, threats, and safety.

Insurance and Liability

This is where most clients never realize the danger until it’s too late. Unlicensed and uninsured companies, people or volunteers leave you exposed.

If something goes wrong, if a round goes through a wall and hits an innocent person, if the wrong person is shot, if the criminal is shot and survives, if the criminal dies and their family sues, if force is used improperly, if the volunteer is injured, or if an innocent bystander is hurt, your organization, the injured parties, and even the volunteer or unlicensed "security" person are on the hook. Who is going to pay that cost, you, the victim, or the community?

Insurance companies will deny coverage if the provider was unlicensed, operating outside the law, or grossly negligent. That means the victims, injured people, bystanders, volunteers, and you are left holding the cost of medical bills, disability, lawsuits, closures, damages, and financial ruin, all while the so-called "protector" who cut corners walks away.

True protection is more than just standing in front of a threat. It means protecting you physically and protecting you from liability. The right professionals safeguard both.

Integrity Means Doing It Right

Anyone can talk about courage, faith, and honor. But integrity is about action. It means doing the hard work to be licensed, trained, insured, and accountable. It means building systems that protect not just clients, but also employees, volunteers, and communities.

If someone is offering you security without licensing, without insurance, without structured training, then they are not protecting you. They are protecting their own ego, at your expense. The true professional operates with integrity, and they will not get offended or defensive when you ask them to show proof of licensing, insurance, and compliance.

The mark of real integrity is protecting people in every sense: their lives, their liability, and their future.

The Choice is Simple

There are no shortcuts to safety. You either invest in real protection now or you pay the price later in liability, injury, lawsuits, and tragedy.

Before hiring a security provider, volunteer, or professional, ask yourself:

Are they licensed in Denver or Colorado Springs?
Can they show proof of liability insurance?
Do they provide training beyond the bare minimum?
Do they qualify their staff under stress, not just on paper?
Do they pay professionals a wage that attracts people willing to risk their lives for others?
Do they operate on more than just their past and ego?
Are they accountable to anything beyond themselves?
Are they willing to provide proof of standards, insurance, and protection without hesitation, offense, or blunder?

If the answer is no to any of these questions, they are leaving you vulnerable.

America Is Being Studied, Tested, and a Larger Attack May Be the Plan

There is a scary thing happening, and I am not sure people are paying attention to or realizing the potential bigger scope at stake. We are seeing a large increase, such as this last week at Colorado University in Boulder, Colorado, where threats, in this case a bomb threat, are called in only to later be found false. Over the last two years since the Israeli Hamas war started, there have been countless bomb threats called in to synagogues and Jewish organizations throughout the nation, and particularly here in Colorado, where nothing has been found.

False Threats and Real Bombs

Not every case has ended with “nothing found.” In Perry, Iowa, January 2024, a deadly school attack was carried out, and bomb components were recovered. Border Patrol has seized explosive materials coming across the border. In Utah, an incendiary device was planted under a media vehicle, and when authorities searched further, explosives and weapons were discovered. In Inglewood, California, a pipe bomb was found behind a teacher’s car on a school campus with hateful messages written on it. In Virginia, law enforcement seized more than 150 homemade explosive devices from a single property. And in Kelso, Washington, a mass attack plot involving bombs at a mall was stopped before it could be carried out.

Many people think these events and false alarms are just scare tactics to frighten people or attempts to get out of school and stop all activities, such as what just happened in Boulder, Colorado. But I think there is something more sinister happening.

They are Learning From our Response

I have been through multiple counter-terrorism bombing prevention courses with Homeland Security, and one of the things they teach is the terrorist attack cycle. A person seeking to cause an incident will sometimes test response times and what is done during those responses.

As we are seeing, mass threats accumulate throughout the nation, often politically driven on either side of the fence. People are watching. They are studying how it is done and trying to plan for how to do it better. Look at the recent Evergreen High School shooting in Evergreen, Colorado. There is already evidence the attacker studied past shootings before carrying out the attack. And this is not isolated. We see a rising similarity with many other recent school and mass shootings, where individuals, often mentally unstable or radicalized, study past incidents and seek to replicate them. They look at weapon types, tactics, timelines, and even how prior shooters were covered in the media.

Confirmed Escalation of Violence

We cannot ignore the assassinations and targeted killings that have taken place. In December 2024, Brian Thompson, CEO of UnitedHealthcare, was shot assassinated in New York City. In June 2025, Minnesota political leaders Melissa Hortman and her husband Mark were assassinated in their home, and State Senator John Hoffman and his wife were also shot. In May 2025, two Israeli Embassy staffers, Yaron Lischinsky and Sarah Milgrim, were assassinated outside the Capital Jewish Museum in Washington, D.C. On June 1, 2025 a group of Jewish people were firebombed and torched in Boulder, CO leading to the death of Karen Diamond. On September 10, 2025, Charlie Kirk was assassinated during a public event in Utah.

Add to this the TWO attempted assassination of President Trump the first in July 2024, where shots were fired at him during a campaign rally in Pennsylvania, leaving him injured and a bystander dead. These are not theoretical possibilities, they are facts. Real Americans have been killed. Real leaders and representatives have been targeted.

Intelligence Confirms This is Coordinated

This is not just my assessment. A recent intelligence report from Alpha Recon, titled The Ascent of Purgatory , lays out in detail how extremist accelerationist networks are deliberately coordinating these swatting calls, bomb hoaxes, and false threats as part of a larger terror campaign. Since late August 2025, more than 250 incidents have been documented globally, with at least 130 inside the United States. These networks, operating under names like “Purgatory,” openly boast of using AI, disinformation, and violence-for-hire models to carry out false threats, gather intelligence on response times, and flood communities with confusion and fear.

The report highlights that the intent is not random disruption. It is a calculated strategy: normalize the hoaxes, make the public dismissive, strain law enforcement, and then strike harder when complacency sets in. Targets have already included schools, healthcare facilities, government buildings, transportation hubs, and religious institutions. This mirrors exactly what we are experiencing on the ground—escalating threats, accelerating attacks, and a growing push to destabilize and divide America.

Why Complacency is the Real Danger

I believe that these so-called swatting attempts are part of a bigger attack on America and on the American people at large. These swatting attempts are not just meant to cause mass panic and disruption. I believe there are people watching how it is done, observing the response time, observing how things are searched, observing the communication that happens beforehand and after, and attempting to create a sense of complacency so that these events become normal and ignored.

The bigger plan may be to launch an actual attack on America, possibly a mass coordinated attack throughout the United States. By creating complacency, people will not listen when it really happens. They will dismiss it. By observing how response times happen and communication cycles unfold, I believe they will attempt to circumnavigate and possibly even disrupt our communication systems, so that the threat and the damage can be even larger.

A Call to Public Officials and the Public

Criminals are often very smart people. They simply put their skills to work for evil and harm of innocent people, believing they are justified in some radical way by their beliefs.

We are polarizing each other instead of standing together as the American people. And if this is the premise behind these false threats popping up all around the country, then we stand to lose even more if a coordinated attack is actually carried out, because we are being studied and manipulated each time one of these “fake” threats comes out.

So I want to warn our public defenders, our law enforcement, Homeland Security, the FBI, and the CIA that I believe a larger attack is imminent, based on the increasing false alarms we are seeing. These false alarms are gathering a massive amount of information for how to work against us when a coordinated attack happens. We must not dismiss these seemingly false alarms against organizations, schools, and religious institutions.

And I want to warn my fellow Americans not to become complacent, comfortable, or dismissive of these actions. We must train our organizations, schools, and people to be ever vigilant, watchful, aware, and reporting things that seem wrong.

Practical Precautions

It is better to take the ounce of precaution now than the pound of cure for the damage later. If we do not look at this history unfolding before us and build plans to prevent it, the damage we face later will be immeasurable.

Practical steps to consider:

Preserve all threat communications and pass them to law enforcement.
Build and practice lock-down and evacuation plans.
Establish clear internal and external notification protocols when a threat is received.
Provide regular training and tabletop drills for staff and leadership on swatting, bomb threats, active shooter, and communications under stress.
Strengthen relationships with local law enforcement, bomb squads, security companies and response teams so searches and communications are coordinated.
Protect digital channels and monitor online chatter for coordinated threats.
Provide psychological support and counseling resources to staff and communities affected by repeated threats.

Exposing the Surge in Antisemitic Violence—and Why Jewish Unity and Real Security Must Be Non-Negotiable

The state of security in the Jewish community has never been more dire.

Since October 7, 2023, when the terrorist organizations Hamas and Hezbollah attacked Israel, the wave of antisemitism that followed has been unlike anything we have seen in modern American history. According to the ADL , in just the three months following the attack, 3,291 antisemitic incidents were reported in the U.S. That’s nearly the total for all of 2022 (3,697). By the end of 2023, there were 8,873 total incidents—the most ever recorded in one year. Statista confirms this surge. The BBC reports over 10,000 antisemitic events between October 2023 and September 2024.

So where is the outrage?

In a country that claims to fight racism, how do we allow antisemitism to skyrocket in plain sight? There are many reasons, but one of the biggest lies we’ve told ourselves as a society is that racism only happens to people with darker skin. That’s not just false—it’s dangerous.

The definition of racism is: prejudice, discrimination, or antagonism directed at a person or people based on their race or ethnicity, especially if they are part of a marginalized group.

That is the Jewish people.

But too many still believe Jews are somehow immune. They believe Jews are white, wealthy, and powerful—and therefore can’t be victims. That mindset erases entire communities, and it opens the door for hate to go unchecked.

I’ve seen what unbridled hate looks like. I lived it.

During the 2020 and 2021 Black Lives Matter riots, I was on the ground with my team in Denver. Innocent businesses were burned. Residents were assaulted. We were targeted for simply doing our jobs. That wasn’t justice. It was hate masked as activism.

Fast forward to now—and Jewish people are being attacked in broad daylight. On college campuses like Yale, Harvard, CU Denver, CU Boulder, and many more, Jewish students are being harassed, chased, and assaulted. And the response? “Free speech.”

In Colorado alone, universities have allowed pro-Hamas agitators to openly threaten and intimidate Jewish students without real consequence. The message is clear: some hate is tolerable.

According to the ADL, in all of 2024, there were only 267 incidents across all other major hate categories combined—Anti-LGBTQ+ attacks, white supremacist propaganda, white supremacist events, extremist murders, terrorist plots, and extremist/police shootouts.

Meanwhile, antisemitic incidents alone totaled 9,354.

Where is the outrage?

Where are the investigations?

Where are the consequences?

Why are our leaders and Media so quiet about the hate rising towards the Jewish People in America?

Silence Is Permission

This is not being addressed. It’s being excused. It’s being dismissed as “just speech.” It’s being allowed to traumatize and endanger thousands of innocent Jewish Americans while the rest of society looks away.

Even writing this article, I was warned:

“Maybe you shouldn’t say that. People won’t like it.”

But if we are going to make the Jewish community safer—and if we are going to make this world safer for everyone—then we must speak these uncomfortable truths that so many are too afraid to face.

The single largest factor that allowed the murder of six million Jews was the silence of good people —those who stood by and did nothing as evil was unveiled upon the world.

Today, we find ourselves at a precipice. And we must ask ourselves:

"Are we going to stand silent, and allow another atrocity to unfold in our own country?"

Or will we rise to the occasion—with loud, unified voices, with protection—and confront the hate rising against our brothers and sisters?

Synagogues are being vandalized. In Los Angeles , two Jewish men were shot after leaving synagogue. In Philadelphia , a synagogue was torched. Just before publishing this Two Israeli embassy staffers EXECUTED in shooting outside Capital Jewish Museum , as the shooter fled the scene yelling Free Palestine.

Right here in Colorado, the windows of Ohr Avner Synagogue were shattered in a targeted act of hate. This wasn’t random—neighboring buildings were untouched.

The attack was deliberate.

The Simon Wiesenthal Center recently released its list of the top 10 antisemitic incidents in 2024. It barely scratches the surface of what we're seeing on the ground.

And while organizations like the Security Community Network and programs like the DHS nonprofit grant are stepping in to help, too many others remain silent. Most politicians have either looked the other way or joined in the hateful rhetoric.

We Must Rebuild a Unified Kehilla

When we serve, we serve every community—from the most Orthodox to the least observant, and everything in between.

And one message we hear again and again, across all denominations of Judaism, is this:

“We don’t feel like we’re one community.”

I see it firsthand when trying to coordinate events, messaging, and outreach.

The observant feel the less observant are not observant enough.

The less observant feel the observant are too harsh.

So we are actively breaking our own community apart.

But here’s the truth: those who hate Jews don’t care about your level of observance.

They only see “Jew.”

It’s time we see that too.

We are one Kehilla.

One people.

And we must stand as one.

An additional issue is that too many institutions opt for "feel good" security instead of real deterrence. They refuse to implement security protocols, and awareness-based training because they want to remain open and welcoming. An unarmed greeter in a vest is not going to stop an active shooter, it’s simply security theater. While every organization has budget constraints, claiming you can’t afford security isn’t an excuse—you can’t afford not to have it. Lives are on the line.

When the hate comes, it doesn’t check affiliation. We must stand as a Kehilla. A united people. Because the attacker isn’t checking your observance level. He’s looking to kill Jews.

I’ve seen it with my own eyes—armed guards working in Denver with no uniforms, no IDs, no licenses. Organizations that choose cheap incapable security solutions, just for show. When I confront them, they shrug. That’s not security. That’s a lawsuit waiting to happen.

Security must be:

Armed
Trained
Visible
Uniformed
Embedded in your culture
Work with your organization to build a culture of safety and security.

Some rabbis push back on technology and security protocols over Halachic concerns, while others push back because they do not want an armed person. But we must remember even Hashem appointed the Levites to guard the Temple.

Even David carried a sword.

Having served the Jewish community over the past six years, we’ve become deeply embedded—not just as service providers, but as trusted partners and friends.

Many have told me they long for a unified Jewish community, one not divided by levels of observance or background, but bound together by a shared purpose: to protect Jewish life.

Rising to the Challenge: How HCCI Protection Redefined Security In the Face of Chrises.

In the first 9 months of HCCI Protection’s inaugural year, we faced an unprecedented challenge that tested the resilience, adaptability, and mission of our company. At the time, HCCI consisted of just myself and one other employee, and the onset of the COVID-19 pandemic created uncertainty that could have jeopardized our business. I thought it was all over for HCCI Protection. Then, an unexpected call from the Boulder Emergency Operations Center (EOC) changed everything.

The Boulder EOC, tasked with coordinating emergency responses for Boulder County, reached out with a dire request: they needed 24-hour security for a Sars-COVID-19 homeless quarantine site. Their need was urgent and critical, but every security company in the metro area had turned them down. They explained the unique challenges: the site served the vulnerable homeless population; I knew this included individuals facing mental health challenges, some of whom carried weapons or exhibited volatile behavior. They needed a team capable of safeguarding both the staff providing aid and the homeless individuals receiving critical care, ensuring safety without compromising dignity or compassion.

When they asked me to listen, I explained that HCCI Protection was a small company, with only 21 employee, and I wasn’t sure if we could meet their needs. They urged me to consider the opportunity, emphasizing the gravity of their situation and their commitment to finding a solution. If I could do it, HCCI Protection was their only option. After carefully evaluating their needs and considering the values on which HCCI was built, I decided to take on the challenge.

We became one of the only armed security companies approved to work on a project for Boulder EOC. Essentially overnight, HCCI Protection scaled from one employee to a team of 15 dedicated professionals, not only meeting the EOC’s needs but also taking on additional projects, including a 24/7 bodyguard operation and security for a medical marijuana dispensary. The Boulder quarantine site, however, stood out as a defining moment in our journey. We did something that no other company could do at the time, ang we grew into the need, while providing tailored security solutions to an otherwise vulnerable high-risk community.

The site presented unique complexities. We were tasked with protecting both Boulder County staff and a homeless population navigating immense vulnerabilities during a global pandemic. Many individuals on-site dealt with mental health issues, carried weapons, or posed potential threats. Our job wasn’t just about providing security; it was about fostering a safe, respectful, and compassionate environment.

HCCI Protection approached this challenge with a tailored strategy. We integrated seamlessly into the site’s culture, focusing on building trust and mutual respect with the homeless individuals while ensuring the safety of the workers. We had to advocate for safety and security and demonstrate how we could deliver that while being respectful to this vulnerable population. By establishing clear protocols and maintaining a vigilant yet empathetic presence, we created an environment where everyone felt secure. Our team successfully defused potentially dangerous situations and prevented harm, while the Boulder County staff were able to focus on their critical mission, providing aid to homeless covid positive people.

At the same time, we demonstrated our ability to address the unique needs of the homeless population, providing them with a sense of safety and stability during one of the most uncertain and vulnerable periods of their lives. This approach transformed a volatile situation into a functional, healthy environment for all involved.

Our work on this project set a standard for the type of service HCCI Protection delivers. It showcased our ability to scale rapidly without sacrificing quality, our dedication to addressing complex needs with precision, and our unwavering commitment to balancing safety with humanity. We didn’t just provide security—we delivered solutions that met the needs of everyone involved, from the staff to the vulnerable individuals seeking aid.

This experience solidified HCCI Protection as a company that prioritizes excellence and compassion. It demonstrated our capacity to rise to any challenge and tailor our services to the unique demands of each client. Over the last several years, as I’ve built a security company that is reshaping the landscape of protective services, I’ve often encountered resistance from potential clients regarding the perceived costs of professional security. This reaction, unfortunately, stems from a misunderstanding of the true value that comprehensive security provides. Throughout 2020, 2021, and 2022 in the Denver metro area, a common theme emerged: many businesses, particularly in the construction industry, opted to “just file an insurance claim” rather than invest in real, proactive security measures. But this reliance on insurance is creating a false sense of security and ultimately leading to much higher costs in the long run.

A Case Study: Construction Companies and the Cost of Inaction

During the surge of lumber theft in 2020 and 2021, I quoted numerous construction companies who were desperate to protect their sites from sophisticated criminals. Thieves were getting bold— companies flipped large roll-off dumpsters over stacks of lumber to secure their assets, only for criminals to return with heavy equipment in the middle of the night to remove the dumpsters and steal the lumber anyway. It was clear that conventional measures were no longer enough.

Many of these companies, however, chose not to implement our proactive security solutions . Instead, they continued to “protect” their assets with insurance policies, believing it to be a cost-saving measure. Fast forward to today, and the landscape has drastically shifted. Insurance companies have caught on. Premiums have skyrocketed , policies have become stricter , and for many, the cost of these insurance claims has far exceeded what they would have paid for security in the first place.

According to Todd Riley , a Commercial Account Partner at Risk Management Partners :

“The reality most people do not want to face is that insurance is meant to cover catastrophic claims. With both commercial and personal insurance policies, we are fighting an uphill battle to educate our clients on this. Unfortunately, we have seen a staggering increase in both the number of claims being filed and the overall cost of the claims. This in turn has driven rates up at an unsustainable rate.”

Despite the severity of this situation, law enforcement struggles to combat these sophisticated criminal operations, hindered by an overwhelmed system.

The Consequences of Inaction by Major Retailers

Major retailers like Walmart, Target, Natural Grocers, Whole Foods, and Kroger have adopted “do not stop” policies, effectively giving criminals a free pass to steal without fear of repercussions. They have repeat offenders stealing hundreds of dollars’ worth of products each week, with security teams instructed to merely observe and report. This can lead to hundreds of thousands of dollars in losses per year, a figure that only increases as criminals learn they will not be stopped. These policies reduce security to mere theater, providing a false sense of safety while leaving businesses and customers exposed to real threats. The focus on appearances over effective security measures fails to address the root causes of crime, perpetuating a cycle of criminal behavior.

When property owners, business owners, and citizens fail to enforce their rights, they send a clear message to criminals: they can act with impunity. This abdication of responsibility has created an environment where criminals feel empowered to push boundaries and test limits without fear of intervention. In some cases, individuals can even stop paying rent and legally steal from property owners while the latter remains responsible for maintaining the property and keeping utilities running.

The Impact of Leniency on Criminal Behavior

Consider this analogy: If a child repeatedly breaks a rule without facing any consequences, they learn that they can continue to break the rule without fear of punishment. The same principle applies to society. The more we allow people to get away with crimes, the more they learn to manipulate the law and victimize the innocent. To combat this, it’s crucial to enforce trespassing laws and implement visible and effective security measures to deter crime.

Examples of Systemic Failures in Real Life

At HCCI Protection, we’ve witnessed the devastating consequences of systemic failures. In one instance, we apprehended a murderer shortly after the crime occurred, before law enforcement could respond. The perpetrator, a 16-year-old, was ultimately given a lenient plea deal, minimizing the severity of their actions. Despite committing murder, using a firearm, and attempting to evade justice, the system treated this individual with undue leniency.

In another alarming case, we were tasked with protecting a retirement community from a dangerous criminal with a violent history. At just 12 years old, this individual murdered both parents and attempted to kill their 9-year-old and 5-year-old siblings. After being released from prison at 18-years-old, the pattern of deception and violence continued. This behavior included fraudulently enlisting in the Army, avoiding charges for these actions, and attempting to purchase a weapon. Despite repeated lies and criminal behavior, this person was never held fully accountable, slipping through the cracks of an ineffective system.

We are witnessing a troubling shift in society where the rights of criminals are increasingly prioritized over the safety of law-abiding citizens. Real change begins with proactive steps to protect our properties, businesses, and lives. By strengthening our security measures and sending a clear message that criminal actions will not be tolerated, we can begin to reclaim our communities and restore order.

A Call for Real Security in Our Denver Schools - NOW

In the wake of all school shootings, our political leaders, the public, schools, and law enforcement always meet the situation with emotional false promises of action. The city we protect is no different. The finger-pointing that followed the East School shooting in Denver is unhelpful and symptomatic of a more significant problem: intentional misdirection, lack of accountability, and inaction that has followed every school shooting in recent years. We must recognize that this issue extends beyond Denver; our leaders grandstand and make false promises to pacify the masses until it all blows over. Sadly, that only takes two weeks, and then the public forgets and goes about their complacent lives.

As the CEO/Founder of HCCI Protection, an industry-leading security company, I believe we must cut through the grandstanding and focus on real, tangible solutions that provide true safety in our schools. The situation is dire, and the time for action is NOW .

The Harsh Realities

The harsh fact is that Denver, like every city in the US, is suffering from law enforcement staffing issues. From extreme ideologies like “defund the police” to officers resigning due to age or not being allowed to do their job to low recruitment numbers, our law enforcement professionals cannot staff schools and the streets while being the emergency response force.

Denver is short close to 200 officers to meet their everyday needs, and they cannot staff schools. This is why the necessity for private security and law enforcement collaboration is so crucial to the safety of our communities and schools.

False Solutions

It’s not enough to vow to put School Resource Officers back in schools or fall back on ineffective measures. The following are NOT answers:

Avoiding armed security: Saying “I don’t want guns around my children” is misguided when the bad guy is going to be armed.
Complacency: Thinking “it will never happen here” or relying solely on lockdown procedures or locked doors is a fatal error.
Undercover volunteers: This risky approach lacks liability coverage and often the necessary training and certification. Most people have at most training geared around personal and family safety and defense, not security training focused on broader protection. This narrow focus can lead to significant gaps in security, placing lives at risk and potentially leading to legal and financial liabilities.
Only relying on locked doors and lockdown procedures: This approach is only as effective as those who follow the procedures. In many recent shootings, the assailant shot through glass, broke the lock, or simply walked through a propped-open door to wreak havoc. Locked doors are essential but are not the sole solution; they must be part of a broader, more comprehensive security strategy.

The refusal to act, or the failure to adequately prepare, simply because “it has never happened here and it won’t happen here,” leads to tragedy. These false measures and complacent attitudes can lull us into a dangerous sense of security, leaving our children at risk. The time for real, substantive action is now, and we must rise to meet the challenge with rigor, responsibility, and resolve.

The Call for Real Security

The answer to the complex issue of school security is not found in half-measures or complacency. The solution must be comprehensive, involving properly trained, professional, and armed individuals. It’s not about lethal force for its own sake but equipping security personnel with the necessary tools and training to protect lives through effective prevention and responsible use of force.

Uniformed Presence: A visible presence of professional, uniformed security serves as a deterrent, not just a reaction. A uniform represents authority that can’t be ignored. It symbolizes understanding urban environment tactics beyond personal, law enforcement, or military training. The tactics required to secure a school or urban environment differ from war or law enforcement, and those skills may not translate to these unique challenges.

The Right Tools: The assailants in these scenarios will be armed with something—a gun, a sharp object, a bomb, or other weapons. Stopping an armed person requires properly trained professionals equipped to match and neutralize the threat. This isn’t a call to violence; it’s a plea for preparedness.

The issue of security theater has become increasingly prevalent within the security industry, leading to heightened risks and even fatalities for security personnel. Security theater is characterized by maintaining the appearance of security without possessing the necessary training, resources, and equipment to effectively protect clients or the public. Regrettably, the security industry is saturated with companies engaging in security theater, which renders them ill-prepared for genuine threats or active shooter situations.

I recently came across a tragic incident on LinkedIn involving a security guard who was killed in a mall during an active shooter situation. The guard courageously attempted to rush people to safety but was likely underpaid, unarmed, under-trained, and unequipped to handle such a threat, largely due to their company's reliance on security theater. Shockingly, I later read that another individual within the same company revealed that they had lost two employees in similar circumstances within a year.

This ongoing sacrifice of security professionals' lives for the sake of cost-cutting and theatrics is unacceptable. The recent tragic loss of this security professional underscores the urgent need for effective security measures and highlights the importance of prioritizing high-quality, armed services over cost-effective, unarmed alternatives. In these challenging times,when law enforcement staffing faces difficulties, the role of security professionals becomes even more crucial. The St. Louis school shooting in October 2022 illustrates this point, as one of the seven unarmed security guards present saw the shooter before shots were fired but was ill-equipped to stop the attack, resulting in the loss of two innocent lives.

As industry leaders, it is our responsibility to equip security professionals with the finest training, resources, and equipment, enabling them to effectively prevent, deter, secure, and neutralize threats as they arise. The question is not "if" but "when" such situations will occur, and we must ensure our personnel are well-prepared for these moments.

Despite this, we continue to see prominent security companies within the industry prioritizing profits and contracts above the lives of their employees by engaging in security theater. Regardless of whether the public wants to admit it or not, private security is a form of law enforcement. While not government-run or employed, private security is hired to protect the lives, assets, and relationships of clients, the public, children, and other private individuals. As security providers, it is our job to educate the public about the real way to provide security services and how to adequately protect the public and our clients in the event of a real threat. If we choose to under-train, under-equip, and under-prepare our security professionals, we are opting to value money over the value of the security professionals’ lives.

In light of these unfortunate events, we reaffirm our commitment to protecting both our clients and the public, while also increasing the likelihood of security professionals returning home safely after serving their communities.

Where do these recent events leave school security and worried parents?

Recently, many schools and religious institutions have been reaching out to local law enforcement about their concerns regarding threats posed to their communities. Unfortunately, the responses they have been receiving have not been exactly comforting. Local schools and religious communities have been seeking our services after being told that their concerns about being the target of radical violence are invalid and that they are essentially responsible for their own security by local law enforcement. This has been a wake-up call to many schools, religious institutions, and businesses that their physical security is essentially in their own hands.

More specifically, one local school official shared with us that when they talked to police about their concerns regarding radical groups targeting their students and staff, they were told that “the threats were unsubstantiated, but that we should close because they don't have the ability to cover us if there was something that actually occurred”. This lead the official to “think that was another wake-up call for our community that we are on our own”. Needless to say, this information causes many communities great concern over the actual security of their loved ones when in school or at religious centers.

Traditionally, schools have always been told to use School Resource Officers (SROs) provided by police departments to meet their security needs. In the past, these officers have been effective at their intended purpose. However, police departments currently struggle to meet their staffing goals, and many cannot guarantee the presence of SROs at the schools where they are needed most. Denver PD, for example, is suffering from a 10.6% vacancy rate among LEOs , which isn’t expected to improve. This leaves many vulnerable communities without a guarantee that they will be able to have SROs on staff during operating hours and raises even more concerns about the ability of police to respond in times of widespread unrest.

Another critical issue many schools and other facilities face is the lack of effective access control and facility hardening. Sadly, this issue has been made painfully clear in light of recent active shootings at such institutions. When facilities choose not to have armed security on-site, their only defense is their ability to stop intruders from getting inside. The traditional mindset that locking doors is sufficient has led to the death of many innocent people within the last few months, as active shooters simply shoot their way through glass barriers and locks. Having an effective access control protocol, where entrances are tightly controlled and incoming individuals verified, is no longer just an option, but rather a mandate. Likewise, ensuring that facilities are hardened against attack, such as employing the use of ballistic glazing on glass surfaces and reinforced barricades for doors, needs to be seriously considered.

If schools and other institutions want to take their security into their own hands, the best option for them is to hire competent, effective, and armed security professionals. Such professionals can be on-site during all hours of operation without the possibility of being called away to respond to other emergencies. Having on-site security is also the only way to prevent a shooting or other crime before it happens, rather than responding to it when the damage has already been done. When seconds matter, you don’t want to have to wait for the good guys to arrive, you want them there to begin with.

Tragically, these last school shootings have highlighted one of the most commonly overlooked facility security risks, access control.Access control is a critical component of keeping schools and building safe from unwanted intruders. Leaving your facility without proper safety and access control procedures increases risk and lowers its ability to resist an attack. Common issues include leaving entrances unmonitored and open, failure of staff to follow locking procedures, not verifying visitor identities, and using inadequate access control hardware.

Luckily, there are a couple of things that you can do to reduce the risk of an attack at your facility.

First, create an access control protocol for your facility. A good access control protocol should determine what entrances will be in use, keep unused entrances and exits secured, have a visitor verification system, and make sure all relevant staff are aware of and are following the protocol. Even the most simple protocols can go a long way in making your facility more secure and resistant to unwanted intruders.

Second, if you have a large amount of glass at your facility, such as glass doors or larger windows, consider having them undergo a ballistic glazing process. This is a material that can be adhered to windows, glass, window frames, and even into the structure of a building that hardens and holds the glass together, stopping small caliber rounds and preventing the glass from shattering. This denies would-be active shooters from turning windows and glass doors into access points and giving more time for law enforcement to respond before the shooter can gain entry.

Prevent Mass Violence

Over the last decade, most people have been made acutely aware of the sharp increase in the amount mass shootings and their lethality in the US. By nature, these attacks can occur without obvious warning signs and are often perpetrated at work and school by the employees and students themselves. Many individuals and organizations remain unprepared to deal with these threats and don’t know what specific signs potential mass shooters exhibit.

While these traits by themselves are not necessarily indications of a potential shooter, a combination of these factors clearly exhibited in an individual may be a cause for concern. Many of you will recognize that these factors, such as suicidal thoughts and feelings of isolation, are not something that can be easily observed in an individual. This is why getting to know the mental states of the people in your community, school, or work environment is absolutely crucial. Any effective security program will always make an effort to integrate into the community, be personable with individuals, and take these warning signs into account.

Any mass shooter prevention plan has to revolve around keeping a pulse on the individuals within the group, and that starts by being able to recognize the following traits:

1. Most mass shooters are insiders at their workplace, university, or school. In fact, 91% are employees, 89% are college/university students, and 85% are K-12 students. The overwhelming majority are motivated by grievances that are often directed at specific individuals within the community. Recent life crises play a major role in shooting motivation, but fame-seeking is also an increasing reason, as many shooters who want to gain attention and make a statement know that they will garner significant media attention. Sadly, there is still a perception that a mass shooter is a purely external threat, which leads businesses and schools to focus their resources on strangers rather than their own community members.

2. 80% of mass shooters were in a notable crisis prior to their mass shooting.

This life crisis can take place days, weeks, months, or even years before the shooting is committed. These crises are often unresolved and cause crisis signs such as increased agitation, abusive behavior, feelings of isolation, losing touch with reality, depressed moods or mood swings, and an inability to perform daily tasks. Over 80% of mass shooters exhibit one or more of these signs, and almost 38% show 5 or more of these signs. Increased agitation is the most common sign, with 67% of mass shooters showing increased agitation shortly before their mass shooting. An employee or student who is uncharacteristically showing one or more of these signs may be a cause for concern if their life crisis is unresolved.

3. Many mass shooters feel isolated and are suicidal before, during, and after the crime is committed.

While most mass shooters don’t exhibit signs of psychosis, they are often suicidal, with 31% being suicidal before their mass shooting. Many view their mass shooting as a final exit while being able to get back at the people who, in their view, wronged them. In addition, it’s common for mass shooters to feel isolated, believing that the whole world is against them, which can motivate them to take action.

Another mass shooting took place at an unarmed public location; this seems to be the place of choice for these would-be attackers. Most 94% of these mass shootings have taken place at locations lacking armed security or places that openly post being a gun-free zone. Such has been Walmart’s very public policy over the last few years.

When it comes to mass shootings at the workplace, the shooter is an insider 91% of the time, which Homeland Security says is often the most overlooked risk. Nobody thinks it will be the person they have been working with for years or often decades. While not every individual will show signs of being an internal risk, the majority of individuals will. We all hear about the exhaustive eyewitness accounts describing all the signs they saw that were ignored by the people who were in charge. The same people could have ultimately made a difference.

I will go over some of the common signs that can help you recognize individuals who may pose an internal risk to your facility. Most shooters exhibit between 1 to 5 or more of these behaviors.

It is also important to understand that with proper and early intervention in these cases we can often get a person the help they need and prevent them from becoming a threat. This requires us to keep a pulse on our community and those we work with. If we see something, we say something. By exhibiting a little more care, attention, and empathy in our everyday dealings with our coworkers and daily passersby, we can help prevent or spot many risks before they become a threat.

The St. Louis School Shooting Need Not Have Happened

“You couldn’t have asked for better,” - Raymond Parks in regard to the police response at the Central Visual and Performing Arts High School in St. Louis.

Parks was one of the teachers who came face-to-face with the active shooter, and he was absolutely right.

The police were on the scene about as quickly as possible. That said, the fact remains that a 15-year-old girl and a teacher were killed, and several more were injured. The security apparatus was proven to be ineffective at saving lives. To add some perspective, the average national response time for police to arrive at an active school shooting is 3 minutes (according to FBI statistics), in this case, it was 4 minutes. Once they arrive, police must start the painstaking and methodical process of clearing the building in an attempt to find the shooter or multiple shooters, which took 8 minutes in this situation. Once they found the shooter, they contained and neutralized him without incurring additional casualties, an ideal scenario for police by all accounts.

The 911 call was made at 9:11 AM. The police confronted the shooter at 9:23 AM. It took police a total of 11 minutes from when the call was made to when they were able to confront the shooter. This does not include the time between when the threat first made an appearance on school grounds and when the 911 call was made. That translates to over 11 minutes for the shooter to take lives and wreak havoc.

While the police response was in line with national standards, they can only respond to tragedies in progress, not prevent them. Schools that do not have effective preventative measures in place, such as armed security, will always be gambling with the lives of their students. It is an absolute necessity that schools employ effective security measures and do not fall prey to the temptations of “security theater” as this school did. The school administration thought they had taken measures, they had a plan for school shootings, they locked doors, sealed access to the school, and had even hired SEVEN security guards . None of these things prevented the shooter from getting inside the school, killing two people, and injuring several more. It is also abundantly clear through several eyewitness accounts that the shooter could have killed many more students and faculty, but chose not to.

The school and security team failed to take into consideration that the shooter could forcibly enter the building by “shooting his way in”. They failed to realize that unarmed security guards cannot stop an armed assailant. The school administration and parents decided to participate in security theater, the feeling of being secure, without having any effective security measures in place. Lives were spared on that day, not because of the actions of administrators or unarmed security personnel, but thanks to the whims of the shooter.

Any parent, teacher, or school administrator who takes the protection of their children and students seriously needs to understand that if your school lacks armed, on-site security, then your school has, in fact, no security against active shooters. It is the unfortunate reality that, according to the Crime Prevention Research Center, 94% of all mass shootings since 1950 have occurred in gun-free zones. Had the seven security guards at that school been properly trained and equipped with firearms, no innocent lives would have been lost on that day . The guards saw the shooter approaching, they locked doors, notified the authorities, and did everything else they could to inhibit the shooter, but they could not stop him. Had they been armed, they could have confronted the shooter before he attempted to make entry and neutralize him before he could threaten the lives of students. But they weren’t, and innocent people are dead because of it .

While you couldn’t ask for more from the police, you could ask for much more from the security program at the school. Having an armed security presence at school not only empowers security professionals to stop active shootings before they even begin but also acts as a real deterrent to would-be active shooters and other criminals. This kind of security usually comes in two forms, School Resource Officers, and armed private security.

SROs have been the go-to for schools for some time now, and it’s easy to see why. Having a law enforcement officer in your schools provides, in most cases, a trained, trustworthy, and armed security presence. However, SROs have come under criticism in recent years for contributing to more arrests of students at school and subsequently struggle to form mutual trust between SROs and students. Some have criticized this tendency, calling it a “school-to-prison pipeline”. Parents and faculty can be turned off from the idea of having SROs because they don’t want their children to be overly scrutinized while at school.

Armed security professionals operate in a different capacity from SROs. While SROs are concerned with enforcing the law, security professionals are only concerned with two things: protecting lives and enforcing security-related school policies. Well-trained and armed security professionals are capable not only of being a very strong deterrent, but also of providing protection from active shooters through effective prevention, responsible use of force, and having an on-site presence.

Additionally, security professionals do not have to deal with the stigma of over-policing that can come with SROs, as they are not concerned with policing students, but rather protecting them. Students can rest easy knowing their actions are not being constantly scrutinized and that the security staff is there to help them, not make their lives harder. This not only makes them a viable option for school security but also allows them to be able to build trust with students, faculty, and parents.

Many parents can be hesitant when considering armed private security and may not know where to start when looking for a capable and trustworthy company. The State of Security in the Jewish Community

Since their inception, Jewish communities have been the target of prejudice and persecution throughout the world. While we may wish these acts did not occur in the US, the reality is a growing minority of people still harbor ill will towards the Jewish community. Even more worrisome, antisemitism is on the rise with harassment, vandalism, and attacks against Jewish individuals becoming more prevalent in recent years. While law enforcement does its best to address these issues, officers cannot prevent these acts from occurring, only respond to them. The Jewish community, now more than ever, needs to take its security into its own hands. Employing the use of competent, professional, and specialized armed security is the most effective way to drastically reduce risk.

Jewish communities in the US are a vulnerable minority. Antisemitism has been on an upward trajectory ever since recording began and is showing no signs of slowing down. According to the ADL, in 2021, there were a total of 2,717 antisemitic incidents in the US, a 34% increase from 2020, and the highest number ever recorded since 1979. These incidents encompass everything from harassment and vandalism to threats and attacks. The majority of these incidents take place at Jewish community centers and Jewish-run businesses.

Many in the Jewish community are no doubt familiar with the Colleyville Beth Israel synagogue hostage crisis in Texas that occurred in January of this year. Four people were taken hostage during a Sabbath service by a British-Pakistani man armed with a handgun. The man had pretended to be homeless and seeking shelter and was subsequently let in by the Rabbi. Miraculously, one hostage was released and the other three were able to make an escape many hours later. Nobody but the hostage taker was hurt.

It’s important to know that while law enforcement responded to the first 911 call within a few minutes, they only have the power to react to the situation, not prevent it. Many people don’t think about the “what if’s” regarding community security and end up relying almost entirely on police response. However, it is far more effective to think about what can be done to prevent these kinds of situations from occurring in the first place than it is to react to them. Selecting and implementing a truly effective security plan is of equal importance. Taking minimal security measures that give the illusion of security without actually being effective is all too common and creates a potentially deadly sense of complacency.

This situation could have been avoided had a proper and effective security protocol been in place. Had an armed guard been present, they could have searched the man for weapons before allowing him to enter, thus preventing the situation from escalating. Having an armed guard also acts as a very strong deterrent to would-be attackers, causing them to reconsider or look for an easier target. Most attackers do not want to be stopped before completing their objects, whether it is to take hostages, kill innocent people, and so on. Dedicated security personnel are also able to patrol the facility and keep a secure premier while congregants are preoccupied, making them more effective than simply having an armed congregation.

Once the decision has been made to employ an armed security service, the next step is to find a service that is acutely aware of the needs and culture of the community they are protecting. Security professionals must not only be well-trained and competent, but also able to interact and integrate with the community members. Being able to establish trust between the community and security professionals is key to preventing complacency, encouraging communication, and ensuring security protocols are being followed. The unarmed personnel might as well not even be there in the first place. Therefore, we at HCCI Protection believe that the first principle of effective security is armed personnel.

One benefit of using armed security is the increased quality of training guards receive, which translates into a more professional and dependable service. Guards who carry firearms have a dramatically increased level of responsibility and must conduct themselves professionally while always staying well within the bounds of the law. They must also be capable of de-escalation, using less- and non-lethal platforms, and maintaining acute situational awareness. HCCI’s second principle is the implementation of effective and comprehensive security plans. This, and much more, is all done to be able to determine not only the possible threats posed to the client but also their level of risk.
